ABriefHistoryofPETS
InJune1999,theTestCenteroftheMinistryofEducationheldapressconferencetoformallyintroducethePETStestsystemtothesociety.InSeptemberofthesameyear,PETS1~4examswereheldin10provincesandcitiesincludingBeijing,Tianjin,Liaoning,Zhejiang,Shandong,Henan,andGuangdong.In2000,theexaminationwasexpandedto15provincesandcities,withnearly100,000peopletakingtheexamination.SinceSeptember1999,relevantunitshaveofficiallyreplacedthepreviousWSKEPTexamwiththePETS-5exam.TheNationalEducationExaminationCenterisreformingtheEnglishexaminationsinthecollegeentranceexaminationandpostgraduateexaminationswiththestandardsofPETS2andPETS4.ItisplannedtousePETS2testtoreplacetheself-examEnglishlevel1test.
TheregistrationandorganizationofPETSLevel1toLevel4examinationsarehandledbytheprovincialexaminationagencies.PETSLevel5replacestheEPTtestintheNationalForeignLanguageProficiencyTest(WSK),anditstesttimeandorganizationarethesameasothersubjectsoftheNationalForeignLanguageProficiencyTest(WSK).
OnDecember15,2016,theAnhuiProvincialEducationAdmissionsandExaminationInstituteissuedanoticestatingthatthe2017AnhuiProvinceNationalEnglishProficiencyTestwillbesuspended.ThebasisforthisnoticeisthattheStateCouncil’s2014implementationopinionsondeepeningthereformoftheexaminationadmissionsystemclearlystatedthegoalofforeignlanguageexaminationreform,thatis,by2020,amodernforeignlanguageevaluationsystemwithunifiedstandardsandmultiplefunctionswillbebasicallyestablished.
Since2018,Hebei,Hubei,Jilin,Chongqing,Xinjiang,Shanxi,Shandongandotherregionshavesuccessivelyannouncednoticesoftestsuspension.InMay2019,theJiangxiProvincialEducationExaminationInstituteannouncedthatstartingfromthesecondhalfof2019,thenationalEnglishproficiencytestwillnolongerbeorganized;InNovemberofthesameyear,theHenanProvincialAdmissionsOfficeissuedanoticedecidingthatHenanProvincewillsuspendthenationalEnglishproficiencytestfrom2020(PETS);InDecemberofthesameyear,theSichuanEducationExaminationInstituteannouncedthatstartingfromthefirsthalfof2020,thenationalEnglishtestwillnolongerbeorganized.
InApril2021,theFujianProvincialEducationExaminationInstituteissuedanoticethattheNationalEnglishTest(PETS)willbesuspendedfromthesecondhalfof2021.
Examregistration
AccordingtotherelevantregulationsoftheExaminationCenteroftheMinistryofEducation,sinceSeptember2007,thenationalEnglishtestwillnotacceptcompulsoryeducationstudents,andthetestcenterswillnotacceptcompulsoryeducation.Atthisstage,studentssignuptoparticipateintheNationalEnglishProficiencyTestcollectivelyorindividually.However,inthefirsthalfof2007levelBexam,thosewhohavepassedthewrittentestororaltestcansignupforthefirsthalfof2008levelBexam,andonlyapplyforthewrittenororaltestthatfailedordidnotapplyfortheMarch2007exam.Singlesubject.Therearenoconditionsforothercandidatestoapplyfortheexam,andtheycanalsoapplyforcross-levelexams.
Startingfromthesecondhalfof2019,candidateswhoviolatetherules(identifiedascheating)intheexamwillbeprohibitedfromregisteringfortheNationalEnglishTestfortwoconsecutivetimes.Forexample,ifacandidatecheatsontheexaminSeptember2019,thecandidatecannotregisterfortheexaminMarchandSeptember2020.
