In1999,theMinistryofEducationformulatedthe"OpinionsontheDevelopmentofModernDistanceEducation";inSeptember,the"CERNEThigh-speedbackbonenetworkconstructionproject"wasestablished,withthegoalofcompletingtheCERNEThigh-speedbackbonenetworkbyDecember2000Constructiontomeettheneedsofmycountry'smoderndistanceeducation.
