ISSNwasestablishedin1972withthestrongsupportandsponsorshipofUNESCOandtheFrenchgovernment.ISSNisanintergovernmentalcooperationorganization,whichiscomposedofISSNInternationalCenterandISSNGroupDistrictCenter.
In1985,theChinesegovernmentofficiallyapprovedtheestablishmentofISSNChinaNationalCenter,whichislocatedintheNationalLibrary.TheChinaNationalCenterisresponsibleforthedistributionandmanagementofISSNofserialpublicationsofficiallyapprovedbytheNationalPressandPublicationAdministration,theuseofISSN,variousconsultationsonISSN,andthesubmissionofbibliographicdataofChineseserialpublicationstotheISSNInternationalCenterdatabase.

Registrationandpublicationofbooks/magazinesinthecountry
Ifaclientwantstodistributeinthecountry,theapplicationforestablishingapublishingunitshouldincludethefollowingitems:
(1)Thenameandaddressofthepublishingunit;
(2)Thenameandaddressofthepublishingunit’ssponsoringunitanditscompetentauthority;
(3)Thepublishingunit’slegalrepresentativeormainThename,address,andqualificationcertificatesofthepersonincharge;
(4)Thesourceandamountoffundsofthepublishingunit.
Fortheestablishmentofanewspaper,periodicaloffice,oranewspapereditorialdepartmentoraperiodicaleditorialdepartment,theapplicationshouldalsospecifythename,issue,issueorformat,andprintinglocationofthenewspaperorperiodical.Theapplicationshallbeaccompaniedbythearticlesofassociationofthepublishingunitandrelevantcertificationmaterialsofthesponsoringunitthatestablishedthepublishingunitanditscompetentauthority.
ThepublicationadministrationdepartmentoftheStateCouncilshallmakeadecisionofapprovalordisapprovalwithin90daysfromthedateofreceiptoftheapplicationfortheestablishmentofapublishingunit,andthepublicationadministrationdepartmentofthepeople'sgovernmentoftheprovince,autonomousregion,ormunicipalitydirectlyundertheCentralGovernmentshallnotifythesponsorinwriting;Ifitisnotapproved,therewillbeanexplanation.
Thesponsoroftheestablishmentofapublishingunitshall,within60daysfromthedateofreceivingtheapprovaldecision,registerwiththepublishingadministrationdepartmentofthepeople'sgovernmentoftheprovince,autonomousregion,ormunicipalitydirectlyundertheCentralGovernmentwhereitislocated,andobtainapublishinglicense.TheregistrationitemsshallbestipulatedbythepublicationadministrationdepartmentoftheStateCouncil.Afterthepublishingunithasbeenregistered,itshallregisterwiththeadministrativedepartmentforindustryandcommercewithapublishinglicenseandobtainabusinesslicenseinaccordancewiththelaw.
ISSNInternationalJournalNumberisthehighest-levelcodeforpublishingbooks.Becauseitisinternationallyrecognized,booksandperiodicalscanbedistributedallovertheworldaftertheapplication.Ofcourse,thenatureofthepublicationofbooksandperiodicalsdependsonthelawsandregulationsofeachcountry.Evensomepornographic,military,politicalorviolentbookscanbepublished.
