BeforetheCulturalRevolution

In1909,theQinggovernmentestablishedtheScientificTerminologyCompilationMuseum,andin1932theNanjingNationalGovernmentestablishedtheNationalCompilationandTranslationCenterforthepurposeoflearning,introducing,Absorbwesternscienceandtechnology,andstandardizeandunifytranslatednamesandacademicterms.AfterthefoundingofthePeople’sRepublicofChina,the“WorkingCommitteefortheUnificationofAcademicTermswasestablished.

Startingin1950,thetranslationandtranslationbureauoftheChineseAcademyofScienceswasresponsiblefortheunificationoftermsinthenaturalsciencesuntilthe“CulturalRevolution”.ThisworkhasbeencarriedoutundertheleadershipoftheChineseAcademyofSciences.Duringtheten-yearturmoil,thesetaskswereinterrupted.

Intheearlydaysofestablishment

In1978,Iwasimpressedbytheunificationofnaturalscienceterms.SeveralstaffmembersoftheoriginalChineseAcademyofSciences’NaturalScienceTermsEditingOfficejointlywrotetothethenVicePremierFangYi,whowasinchargeoftheChineseAcademyofSciences,callingfortherestorationandestablishmentofascientifictermunificationworkingcommittee.Afterresearch,theScienceandTechnologyCommissionandtheChineseAcademyofSciencesdecidedtotaketheleadoftheChineseAcademyofSciencestore-establishtheNationalNaturalScienceTermApprovalCommittee,anditwasproposedthatAcademicianYanJiciservedasthechairmanofthecommittee.

InDecember1978,theStateCouncilapprovedtheNationalScienceThe"ReportontheEstablishmentoftheNationalNaturalScienceTerminologyReviewCommittee"jointlysubmittedbytheCommissionandtheChineseAcademyofSciences.The"Report"clarifiesthatthecommittee'staskisto"determinetheworkpolicy;drafttheplan,implementationplanandstepsforthenationalunificationofnaturalscienceterms;beresponsibleforit;Examineandapprovetheunifiednamesofthetermsofvariousdisciplinesofnaturalsciences,andannouncethemforimplementation";specifythatthecommitteemembers"theNationalScienceandTechnologyCommissionandtheChineseAcademyofScienceshirefamousscientists,professors,engineersandscientificandtechnologicalworkersinvariousdisciplinesacrossthecountrywhoareenthusiasticaboutthestandardizationofscientificandtechnologicalterms"Formation.

From1979to1984,undertheleadershipofYanJici,aseriesofpreparatoryworkincludingcollectingdataandsortingoutdozensofdrafttermsapprovedbytheformerNationalTheChineseAcademyofSciencesandtheNationalScienceandTechnologyCommissionhavenegotiatedmanytimesanddeterminedthatfiveunitsincludingtheChineseAcademyofSciences,theNationalScienceandTechnologyCommission,theNationalEducationCommission,theChineseAssociationforScienceandTechnology,andtheNationalBureauofStandardsjointlydeducedthedirectoroftheNationalNaturalScienceTermEvaluationCommittee.Candidatesfordeputydirector.OnAugust6,1984,theChineseAcademyofSciencesconfirmedtherelevantcandidatesatthepresident’sofficemeeting.QianSanqiangwasappointedasthechairmanofthecommittee.AssociationWangShourenandNationalBureauofStandardsDaiHeshengservedasdeputydirectors.

BeforetheestablishmentoftheNationalNaturalScienceTermEvaluationCommittee,theStateCouncilapprovedthe"RegardingtheWorkoftheNationalNaturalScienceTermEvaluationCommittee"jointlyreportedbythe"twosubjects".TheRequestforInstructionsReport,basedonaseriesofmeetingsanddiscussions,revisedandaddedtotheoriginalTechnicalsciencesandcross-disciplines,thatis,responsiblefortheverificationandunificationoftermsinvariousfieldsofnaturalsciencesinabroadsense.”Itisbelievedthattheverificationoftermsinvariousdisciplinesshouldrelyonthesocietiesofnaturalsciences;Departmentsofteaching,scientificresearch,andproductionshallcomplywiththepublishednaturalsciencetermsuse".

OnApril25,1985,theinauguralmeetingoftheNationalNaturalScienceTermEvaluationCommitteewasheldinBeijing.Themeetingpassedtwodocuments,the"OrganizationRegulationsoftheNationalNaturalScienceTermVerificationCommittee"andthe"RegulationsontheNationalNaturalScienceTermVerificationWork".

In1987,theStateCouncilclearlystatedinthe"ReplytoIssuesConcerningthePublicationofAstronomicalTerms":"TheNationalNaturalScienceTerminologyReviewCommitteewasestablishedwiththeapprovaloftheStateCouncil.Itisthecommitteethatverifiesandpublishesthetermsofvariousdisciplines.Thetermsofreference,thenaturalsciencetermsapprovedbyitareauthoritativeandbinding,andallscientificresearch,teaching,production,management,pressandpublishingunitsacrossthecountryshouldcomplywiththem."

InJanuary1990,thePlenarySessionoftheSecondCommitteeoftheNationalNaturalScienceTermsReviewCommitteepassedthe"PrinciplesandMethodsforNaturalScienceTermVerification".OnJune23,theNationalScienceandTechnologyCommission,theChineseAcademyofSciences,theNationalEducationCommission,andthePressandPublicationAdministrationjointlyissuedthe"NoticeontheUseofScientificandTechnologicalTermsPromulgatedbytheNationalNaturalScienceTermsReviewCommittee."

In1993,the"Wang-KooTalks"includedthediscussionontheunificationofscientificandtechnologicaltermsacrosstheTaiwanStraitsintoamutualagreement.TheNationalNaturalScienceTermsReviewCommitteeseizedthisopportunityandhelda“WorkForumonPromotingtheExchangeandUnificationofScientificandTechnologicalTermsacrosstheTaiwanStrait”inBeijingonMay13,1994,andputforwarda“regardingthedevelopmentoftheunificationofscientificandtechnologicaltermsacrosstheTaiwanStrait”.Workopinions".Duetothehistoricalconditionsatthattime,theNationalNounCommitteeandTaiwanLiGuodingScienceandTechnologyDevelopmentFoundationestablishedcontact,reachedaconsensusonmanyaspectssuchashowtocarryoutnouncomparisonexchanges,andestablishedacooperationmodel.Subsequentcross-straitterminologyworkwasorganizedbyexpertsfrombothsidesofthestraitinthenameoftheNationalTerminologyCommitteeandtheLiGuodingFoundation.

AsofthefirstmeetingoftheStandingCommitteeinMay1995,theNationalTerminologyCommitteehadestablished49subcommitteesforexaminationandapproval.

Improvedorganization

InSeptember1995,theCentralInstitutionalOrganizationCommitteeapprovedtheestablishmentoftheNationalNaturalScienceTermVerificationCommittee'soffice-theNationalNaturalScienceTermVerificationCommitteeAffairsCenter.OnDecember6,thethirdNationalCommitteewasestablished.

InJuneandJuly1996,thecross-straitastronomynouncomparisonseminarandthecross-straitnauticalnouncomparisonsymposiumheldinHuangshanandTaipei,respectively,werethebeginningofsubstantiveprogressinthecross-straitscientificandtechnologicaltermcomparisonandunificationwork;OnSeptember10,theNationalNomenclatureCommitteeheldaworkingmeetingonnewscientificandtechnologicaltermstodiscussthereleaseandtrialworkofnewscientificandtechnologicaltermswiththesub-committeesofvariousdisciplines;Thecommittee"wasrenamedthe"NationalScientificandTechnicalTermsReviewCommittee".

In2002,theNationalTerminologyCommitteeestablishedaterminologydatabase.

In2003,theNounCommitteewebsitewasofficiallylaunched.

InMarch2005,theGeneralAdministrationofPressandPublicationclearlyincorporatedthestandardizeduseofscientificandtechnologicaltermsintothe"BookQualityManagementRegulations";onSeptember8,theFifthNationalCommitteewasestablished.Asof2005,theNationalTerminologyCommitteehasestablished61subcommitteesforexaminationandapproval.

In2006,theNationalNomenclatureCommissionadjustedtheoriginalworkplaninatimelymannerinaccordancewiththestrategicprioritiesandmaintasksproposedbythenational"EleventhFive-YearPlan"outline.Carryouttheterminologyworkinthefieldsofagriculture,forestryandpedagogyaheadoftime,andcarryoutthepreparatoryworkfortheestablishmentoftheapprovalsubcommitteeinthefieldofhumanitiesandsocialsciences,inordertoservethegoalofachievingChina'seconomicandsocialcomprehensivecoordinationandsustainabledevelopment.

In2008,thereviewofmilitaryscientifictermsreceivedtheattentionandsupportoftheleadersoftheCentralMilitaryCommissionandtheheadquarters.PresidentLiuChengjunoftheAcademyofMilitarySciencesservedasthedeputydirectoroftheNationalTerminologyCommittee,participatedintheleadershipoftheNationalTerminologyCommittee,andpresidedoverthemilitarydevelopment.Approvalofscientificterms.

AftertheFourthPlenarySessionofthe18thCentralCommitteeoftheCommunistPartyofChina,theNationalNounResearchonUsageStatus”,completedthe“ResearchontheStatusQuoofForeignTerminologyLegislation”,andinspectedthestatusquoofscientificandtechnologicaltermlegislationandtermstandardizationinmorethan20importantcountriesintheworld.

AsofthefirstStandingCommitteemeetinginMay1995,theNationalTerminologyCommitteehasorganized,reviewed,andpublished29disciplinesNouns,intraditionalChinesecharactersfor8subjectsincludingastronomyandatmosphere.Inaddition,Ibegantotrytoreviseandsupplementthefirstbatchofpublishednounsin5disciplines,includingastronomyandatmosphere,andworkonaddingdefinitionsorannotations.From1985to1995,morethan1,700expertsparticipatedintheworkofterminologyverification.

Inthelateryearsof1996,theNationalNomenclatureCommitteesuccessivelyreleasednewscientificandtechnologicaltermsinastronomy,informationtechnology,physics,geophysicsandotherdisciplines,andofficiallyannouncedtheChinesenamesofelements101to109..

From1995to2005,theNationalScienceandTechnologyCommitteehassuccessivelycarriedoutnounexchangeandcomparisonworkinmorethan20disciplinesincludingastronomy,navigation,insects,andinformationtechnology.Nouncomparisonbooksforfivedisciplinesincludingshipbuildingengineering,andnouncomparisonworkforotherdisciplineshasalsobeencarriedoutoneafteranother.

Asof2005,atotalof14definitionversionsoftermssuchasatmosphericscience,coaltechnology,waterconservancytechnology,shipengineering,soilscience,andastronomyhavebeenpublished;66scientificandtechnologicaltermshavebeenpublished.

From2005to2015,theNationalNounCommitteecarriedouttheunifiedworkofnounexchangeandcomparisoninmorethan30disciplinessuchasmathematicsandphysics.Ithelddozensofnouncomparisonseminarsandpublishednearly20types.Thecross-straitscientificandtechnologicalterminologycomparisontext.

Asof2015,theNationalNounsCommitteehasreviewedandpublished122scientificandtechnologicalterms,ofwhich70termshavebeengivenscientificdefinitions.

WiththesupportoftheInternationalTerminologyInformationCenter,theNationalNomenclatureCommissionandtheInternationalTerminologyNetworkheadquarteredinVienna,Austriahavecooperatedtocarryoutaresearchcalled"Web-baseddevelopment,distribution,andreuseofterminology"project.Theprojectwasincludedinthe2007-2009China-Austria(Austria)intergovernmentalcooperationproject.Aftertheendoftheproject,anewproject"Methods,ToolsandSkillsforRecognizingandExtractingNewTermsfromtheChineseCorpus"waslaunched.Theprojectwasincludedinthe2007-2009China-Austria(Austria)intergovernmentalcooperationproject.Duringtheimplementationoftheproject,theNationalTerminologyCommitteehassentstaffmanytimestoparticipateintheinternationalterminologyandterminologytrainingactivitiesorganizedbytheInternationalTerminologyNetwork.

AfterChina’ssuccessfulbidfortheOlympicGames,theNationalNomenclatureCommitteelearnedthattheSpanishterminologyorganizationTERMCAThadcompiledtheOlympicsportsnouns,andimmediatelyproposedtoTERMCATtocooperateinthecompilationofthe"Olympicsportsnouns"withChinesenames,inordertorespondto2008TheurgentneedoftheBeijingOlympics.The"OlympicSportsNouns"compiledbythetwoorganizationscameoutontheeveoftheOlympicGamesandwasjointlyissuedbytheNationalNounsCommitteeandtheNationalLanguageandWritingCommittee.

TheNationalTerminologyCommitteehasmaintainedcontactwithmanynationalterminologyorganizationsandrelatedinternationalorganizations,suchastheUnitedNationsTranslationAgency,theInternationalMedicalTerminologyStandardizationandResearchOrganization,theMalaysianMinistryofEducationandtheChineseLanguageCouncil,etc.,andcarriedoutaseriesofexchangesAndcooperativeactivities.Forexample,helpingtheMalaysianterminologyorganizationreviewandstandardizetheapplicationofChinesescientificandtechnologicaltermsinteachingmaterialsforprimaryandsecondaryschools.

TheNationalNomenclatureCommitteehasstrengthenedcooperationwiththeRussianterminologycommunityandlaunchedaresearchprojectcalled"TerminologyMaintenanceinSino-RussianScienceandTechnologyCooperation"incooperationwiththeRussianAcademyofSciences.Theprojectwasincludedinthe2009-2012Sino-RussianIntergovernmentalScienceandTechnologyCooperationProject.

In2013,expertsfromKazakhstanvisitedtheNationalNounCommittee.Duringthevisit,ChinaandKazakhstanreachedacooperationagreementtojointlycompilethe"Chinese,Kazakh,English,andRussianDictionaryofScientificandTechnologicalTerms".TheprojectisincludedinthescientificandtechnologicalcooperationprojectbetweenChinaandKazakhstan.In2014,SouthKoreanexpertsvisitedtheNounCommitteeandChinaandSouthKoreareachedanagreementtojointlybuildaChinese-Korean-Englishtrilingualdatabaseofscientificandtechnologicalnouns.
